snap refresh with more than one argument produces poor error message

Bug Description

$ sudo snap refresh ubuntu-app-platform core
error: cannot refresh ["core" "ubuntu-app-platform"]: internal error: when asking for a refresh of "core", "ubuntu-app-platform" no update was found but no error was generated

This is not very user-friendly. It should either tell me that I can't refresh more than one snap in a single command, or it should refresh both snaps.
