autopkgtests fail on ppc64el

Bug Description

As you can see here: https://objectstorage.prodstack4-5.canonical.com/v1/AUTH_77e2ada1e7a84929a74ba3b87153c0ac/autopkgtest-zesty/zesty/ppc64el/s/snapd/20161221_230507_1091a@/log.gz the snapd tests fail on ppc64el. All errors seem to involve the error "ioctl: inappropriate ioctl for device". stgraber said that for lxd, he found some problems in x/crypto/ssh/terminal that were along these lines, assuming ioctls or struct layouts or something were the same on all linux where in fact they are not, but can't remember the details. It would be a good place to start, anyway.
