snap refresh does not pull the latest betas

I've updated a beta snap.

`sudo snap refresh` reveals no update

Removing and re-installing the snap gets the new package, so it's there, but refresh can't find it.

Refresh does not support channel or mode flags, so I'm not sure if updating beta snaps is not supported or if refresh is broken.

Tried the workaround of downloading the snap, but it can't be installed the normal way as it doesn't contain a signature.
That's very odd since it comes from the app store and snapd doesn't complain if "install" is used instead of "download"
