It is possible to install the classic snap in a classic system

Bug Description

In a classic system, I can run:

sudo snap install classic --edge --devmode

and it will get the classic snap installed.

However, when I run classic.create, it fails with:

cp: cannot stat '/etc/writable/hostname': No such file or directory

I think it shouldn't be possible to install the classic snap in a classic system.

I will argue that for the sake of consistency it would make sense to be able to use it. That way you get predictable behavior between classic and core.
