On the all-snaps image, the snapweb interfaces are not connected

Tested in rpi2, using today's image from http://cdimage.ubuntu.com/ubuntu-snappy/16.04/current/ubuntu-core-16-pi2.img.xz

After boot and configuration, I logged in using ssh and noticed that snapweb was not working. There seems to be a problem with the interfaces:

elopio@localhost:~$ snap interfaces snapweb
Slot Plug
- snapweb:network
- snapweb:network-bind
- snapweb:snapd-control

I removed snapweb and installed it again, and now it's working properly and the slots are linked to the plugs.

probably related to snapweb trying to start long before there is even network on the images ... this could be related to Bug 1610026
