dpkg: dependency problems prevent configuration of snapd - snapd depends on ubuntu-core-launcher (>= 1.0.23)

We hit an issue while doing a dist-upgrade with the upgrade of snappy. This was on a LXD container.

It complained about ubuntu-core-launcher not having been configured. But, those we had done multiple dist-upgrade previously and had not hit this error.
