all-snaps: Boot breaks on reboot

Bug Description
Hi,
I'm next to a partner who downloaded the 04-Aug-2016 amd64 image from:
https:/
and imported it in VirtualBox with VBoxManage:
VBoxManage convertdd all-snaps.img all-snaps.vdi --format VDI
The first boot works fine, but if one reboots (with sudo reboot from the console), the boot breaks at the GRUB prompt. Diagnosing the GRUB environment, it looks like "snap_kernel" is not defined.
I suspect this could be the boot scripts updating the "known good" kernel flags.

It's possible that this is triggered by a dirty fs, not sure. I just hit this boot problem with kvm as well; I booted and rebooted fine a couple of times, but as soon as I created an eth0 file under /etc/network/ interfaces. d/eth0 and rebooted (sudo reboot) the VM wouldn't start booting anymore.
