Bug Description

As part of the work to snap cloud agents, we need to be able to manage the users on the (classic) system that have sudo.

Please add an interface which allows a snap to create/modify files under /etc/sudoers.d/.

Can you please reopen this as a forum topic on forum.snapcraft.io where we can discuss and design the interface.
