[wishlist] 'wheel' group is not supported by 'snap login'

Bug Description

$ snap login -h
Login only works for local users in the sudo or admin groups.

Many Linux distributions (eg. Fedora or Arch) call their administrative group 'wheel'. Snap should respect this.
