Snapd should support custom servers

Bug Description

Snapd doesn't fully support custom servers. Some URLs in https://github.com/snapcore/snapd/blob/master/store/store.go can be overridden by env vars, but some are hardcoded

Hi Vadim,

We probably don't want to have that under an environment variable, as it could create undesired side effects to change it in flight. The best would probably be to add support for multiple simultaneous stores in snapd itself, which may take a bit more work but should definitely be doable.

Of course, if you'd like to play with that it should be super easy to have snapd pointing to your own server by just changing the code. Note that naturally the server won't remain unchanged, so if you are interested you should probably come closer to us so you can follow up the development and collaborate.

Do you mean "chipaca has no right to set this, they are just random user" or "I am really unhappy about it"?
