snaps need to be removed twice to be removed

refreshing or sideloading can produce many revisions being in the system side by side,

remove atm removes one revision, the active one

and we have no gc to keep the possible numbers of revisions down

this is UX issue/question, should remove remove all revisions? and have a different command or variant to just remove single ones?

Accepted snapd into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/snapd/2.0.3 in a few hours, and then in the -proposed repository.
