bash autocompletion does not work in snappy

Bug Description

If I install ubuntu-snappy-cli in a classic ubuntu system, I get autocompletion of the subcommands. In the snappy system that autocompletion does not work.

To reproduce:

Enter: snappy l
Press tab twice

In ubuntu classic, it prints:
list login

In snappy, it does nothing.

We do not install bash-completion in the snappy ubuntu-core snap. Maybe we should, will cost us some size increase.
