Bug Description
While working on skills I realised that hw-assign doesn't chmod the device node so while a background application (service) can usually access it because it runs as root, foreground application cannot do that. I think this is undesired (after all, the security is entirely controlled by skills so there is no need to artificially constrain access to only background applications).
