Bug Description
These package names are overly generic, and snappy dirs also behaves as global state that is mutated.
We'd benefit from having more clearly named packages that indicate what is proper or not proper to put and find there, and in the case of dirs, we should also find a better way to convey the state into the parts that depend on it.

There is no snappy/helpers package anymore. Please reopen if snappy/dirs is something we should still change.
