Bug Description

Several operations involve multiple steps at the filesystem level, and a power cut could leave the system in an intermediate state.

This is solved by the new state manager and overlord and their friends. Marking as work in progress.

Fixed in ubuntu core 16 (but I guess one could still argue that not everything is atomic, it does get pretty close though).
