Ubuntu core does not boot into the right version

Bug Description

I have created a KVM on my ubuntu 15.04 desktop. The command I used to launch my kvm is like:

kvm -m 512 -redir :8090::80 -redir :8022::22 -redir :4200::4200 ubuntu-15.04-snappy-amd64-generic.img

I finally updated my system from ubuntu-core version 142 to 220.

In my testing, I tried to roll it back to 142, and it showed me the right version after rebooting.

Next, I tried switch back to 220, and I used the following command:

$snappy update

The command runs successfully, and I see the correct output by running:

$sudo grub-editenv list
snappy-mode=regular
snappy_ab=a

and it says that it is going to set to 220. After I reboot the system, the system stays at 142 instead of 220, and the output of the command:

$sudo grub-editenv list
snappy-mode=regular
snappy_ab=b

Let me see if I got the steps right. You started with 142 and ran

$ sudo snappy update
$ sudo reboot
-> updated to 220
$ sudo snappy rollback ubuntu-core
$ sudo reboot
-> back to 142
$ sudo snappy update
$ reboot
-> still in 142

is that right?

The oldest image I have in 15.04 edge is #170. I tried to reproduce it with this image but I couldn't.

yes, that is the scenario. For this step:

 sudo snappy rollback ubuntu-core

I also do it like

sudo snappy update

Before reboot after update, snappy_ab=a. After reboot snappy_ab=b

I still do not get it right.
