Bug Description

On amd64, rolling/edge r181:

(amd64)ubuntu@localhost:~$ cat > cfg.yaml <<'EOF'
> config:
> ubuntu-core:
> network:
> ppp:
> - name: chap-secrets
> content: mysecret
> EOF
(amd64)ubuntu@localhost:~$ sudo snappy config ubuntu-core cfg.yaml
open /etc/ppp/chap-secrets: read-only file system

Confirmed on rolling edge #181 amd64 generic.
On 15.04 edge #181 it works.

Yes, this was fixed long time ago, teh integration tests have exercised this a lot of times
