setting the timezone via snappy config does not actually update the time zone

Bug Description

while snappy config updates /etc/timezone just fine when setting the time zone, /etc/localtime is never touched, so all dates and timestamps are still UTC.

snappy config should copy /usr/share/zoneinfo/$TIMEZONE to /etc/localtime when updating the time zone info.
