Snappy update fails to update core

Bug Description

On 6/26 I attempted to update my snappy image from version 82 to version 101. It failed like so:

sudo snappy update
Installing ubuntu-core (101)
Syncing boot files
Starting download of ubuntu-core
166.33 KB / 166.33 KB [================================================] 100.00 % 24.00 KB/s
Done
error from system-image-cli: http://system-image.ubuntu.com/ubuntu-core/15.04/edge/generic_amd64/version-100.tar.xz.asc (Empty reply from server)

However, explicitly updating ubuntu-core did work successfully; sudo snappy update ubuntu-core. After updating I waited until 6/29 to update again. Now I'm updating from 101 -> 104. In this case, sudo snappy update works fine.

Rolling back again to version 82, I re-attempted the update. It failed again:

sudo snappy update
Installing ubuntu-core (104)
Syncing boot files
Starting download of ubuntu-core

Trying again with the latest RC image going from 117 - > 118, this works as expected. Going to close for now.
