please re-enable the review tools in snappy

Bug Description
There is a trello card for this, but I thought it would be good to also have a bug. Now that the review tools is at 0.28 in the tools ppa, they should be good to go for re-enabling in snappy build and for adding as part of the snappy commit tests.

There is no "snappy build" anymore in snappy 16. The building is done by snapcraft now.
