no way to configure keyboard layout

Bug Description

$ sudo dpkg-reconfigure keyboard-configuration
dpkg-query: package 'keyboard-configuration' is not installed and no information is available

It would be nice if we can configure keyboard layout on console.

$ snappy list

This is fixed in Ubuntu Core 16. You can edit /etc/default/keyboard and use loadkeys on the commandline.
