Bug Description

on snappy-app-devel mailing list we had a thread "snappy services - auto restart" that requested to add an option to ensure services do auto restart if they die etc...

Lets make this the default for all app services until we hear a good case why there need to be a feature to opt out from such behaviour...

marking high as i think its just an oversight/bus that we don't do this right now and the result is that autonomous snappy systems do not restart services that might have exited through by error leaving the system in disfunctional state...

Added WebDM to this bug, since this is fixed for snaps installed via `snappy install` but not for those installed via WebDM.

WebDM is now fully a client of the snapd REST API so is unaffected by this.
