network-manager snap does not support setting up a wifi AP

Bug Description

The network-manager snap does not support setting up a wifi AP. This happens because it does not have permissions to load modules and to run the dnsmasq binary included in UC16:

An example command used to create an AP is:

$ nmcli d wifi hotspot ifname wlan0 ssid test password "test1234"

In the case of UC18, dnsmasq is not included in the image.
