VPN fails to autoconnect after wifi connection is established

Bug Description

I used `nm-connection-editor` to autoconnect to a vpn for a wifi connection. The following happens when the wifi network is in range:
1. Attempt is made to connect to the wifi network
2. Attempt succeeds
3. Attempt is made to connect to the VPN
4. ...
5. Wifi and VPN are disconnected
6. Attempt is made to connect to the network
7. Attempt succeeds

I would instead expect step four to be the successful connection to the VPN.
