[bluez] BT controller is not enabled on boot

Bug Description

BT controller on Ubuntu Core devices is not enabled on boot and requires powering on manually. There is a solution to that by enabling the "AutoEnable" parameter in the bluez config file. The problem however is that bluez snap for Ubuntu Core is not packaging this file.
