alsactl can't load its default configuration files

Bug Description
When running
$ alsa-utils.alsactl -f test.state restore
the following error message appears:
/snap/alsa-
which tells us that alsactl isn't properly relocated for everything yet. It needs to load the 00main file from within $SNAP.
This is with:
$ snap info alsa-utils | grep installed
installed: 1.1.2-4 (43) 6MB -
