Feature request: "Open" option in "App updated" notification

Bug Description

When the snapd user service sends a "<app-name> has been updated" notification, it would be great if that included an "open" button that starts the app.

Example: when there's an update for Signal, my workflow is:

1. See "update available" notification
2. Quit Signal
3. Dismiss "update available" notification
4. Wait for "Update installed" notification
5. Start Signal
6. Dismiss "Update installed" notification

An ideal workflow would be an "update and restart" button on the "update available" button, but this could be hard to do in general (Signal behaves nicely that this could send a SIGINT or SIGTERM to the outermost process, do the install, and then open it again, but not every app behaves that nicely.)

However, an intermediate version of this would be to allow the app to be started after a restart. Limits would probably be:
1. Only if the snap has exactly one registered .desktop file
2. Just runs that file in the desktop session
