snapd install on openSUSE Tumbleweed causes severe lag in system boot

Bug Description
I am using snapd installed via instructions at snapcraft.io on openSUSE Tumbleweed. Recently I noticed a severe lag on system boot, I blamed the kernel etc.
It looks like the following service is to blame. I have seen couple of more people using openSUSE Tumbleweed and complaining about startup speed. They all have snapd installed.

I have a separate i5 laptop running openSUSE Tumbleweed using wireless network too, this one doesn't move so I used "wicked" network service. I also have snapd installed on this machine.
