uc22/rpi3 - High load avg on boot and error: cannot obtain system details

Bug Description
When booting the release candidate for uc22 on rpi3 (so far, I haven't seen this on other devices), I sometimes see the following error:
error: cannot obtain system details: cannot communicate with server: timeout exceeded while waiting for response
Press enter to configure.
(if I press enter here, it takes me into consoleconf as if it's a new setup, but I can still ssh to the system)
When I ssh to the system, I see that the load avg is 6+ for several minutes after boot, and it looks like snapd and snap-bootstrap seem to be using the most CPU, however there were no new snap installs or refreshes across the reboot. In fact, the main time this causes problems for me are during a checkbox run, when it's testing warm reboot. When the system comes back up after reboot, it gets so stuck during this time that checkbox.service fails to start. However, I also see this problem even when checkbox is not installed.
The device I'm currently testing with is an rpi3b v1.2 on arm64
