Failure to install one of the snaps from validation sets does not revert all of the snaps to previous version

Bug Description

when i was testing with validation sets, only the snap that failed to install reverted back but the rest of the snaps were installed and the validation set goes to enforced and invalid state.

I found one issue in this area that would prevent revert and proposed the fix: https://github.com/snapcore/snapd/pull/11826

However I'm still not sure what exactly happened with the refresh from this bug report, there might be another bug, I'm still investigating.

Hi Rahul, can you please try snapd 2.56.2 which was recently released and see if that solves the issue?

Hi,
I tried it again with snapd version 2.56.2 and i had the exact same result and the validation set goes to invalid state. I have attached the logs snapd_debug_out_24_06_2022.txt
