Bug Description

We see issues like this in the nested serial boot log 100% of the time when running ubuntu-20.04-64:tests/nested/manual/minimal-smoke:secboot_disabled:

the new minimal memory requirements are:
512M for uc20 and uc22
256M for uc16 and uc18
