The help message for snap set-quota --help does not mention any options with snapd 2.52

Opened https://github.com/snapcore/snapd/pull/11825 to add some help to the --options. Though the help will only become visible if we make the feature non-experimental and thus switch the commands to visible. An alternative would be to make the feature exported, but it feels like an overkill to do solely for the purpose of showing the right help message.
