Allow the installation of unasserted kernel snaps

Bug Description

For testing kernel snaps, one wants to be able to install locally built unsigned (unasserted?) kernel snaps without having to build an entire image from scratch. Is it possible to add that functionality to 'dangerous' images?

This works well if you start from a locally built image with a kernel snap added via the ubuntu-image --snap option. using this setup marks the kernel as "locally upgradeable". you can then install kernel snaps with the --dangerous flag of "snap install"

This is my point exactly, I don't want to have to build my own image just for testing kernel snaps! We have 'dangerous' images and they should allow me to install whatever I want.

Do you mean an image of UC20 model that has grade dangerous?

Yes, UC20. I believe for example from here:
http://cdimage.ubuntu.com/ubuntu-core/20/dangerous-stable/pending/

We don't build UC18 dangerous images?
