No splash screen in uc 20 for RPI

Bug Description

Psplash is not working anymore in UC 20. There is no alternative/documentation on how to enable it.

i have added a PR for arm64 (and will create one for armhf as well) a while ago that at least brings back the old behaviour immediately (we still do build and ship psplash as before anyway, it is just that nobody ported the start script to the new initramfs and u-boot behaviour ) ...
