snapd on core uses adduser
I've tried to remove perl from core22, which removes adduser perl script.
Then console-conf fails, as it calls `snap create-user --sudoer --json $email` which fails with
error: while creating user: canno create user xnox: adduser failed with: exec: "adduser": executable file not found in $PATH
Please consider supporting useradd.
