Snapd won't connect to internet

Bug Description

I am on Ubuntu 20.04.1 Mate on a Pi 4 (beta 2) on arm64 and get the following when running "sudo snap refresh" or "sudo snap install <package name>":
$ sudo snap install htop
error: cannot communicate with server: Post http://localhost/v2/snaps/htop: dial unix /run/snapd.socket: connect: no such file or directory

This was worked around simply by reinstalling snapd via synaptic. I have relevant pastes:

If additional info is needed, please comment. The debian package has the issue. Uncertain if it impacts the snapd snap as well, as it has a higher version number.

To be clear, whether the issue is with the snap of snapd or the deb, this is the right place to file issues for snapd generally, regardless of distribution method.

I don't think the error is about connecting to the internet.

Can you check what is the status of "snapd.socket"? The command "systemctl status snapd.socket" will provide the required information.

Having read the attached notes, I don't see anything immediately wrong.

Could you please check if snapd can connect to the store with the command: "snap debug connectivity"

Are other programs on the system able to connect normally? Are you using any kind of firewall or proxy that may require special configuration?
