end.psplash.service results in failed state on UC18 devices

Bug Description

Current UC18 images include a service unit to ensure the psplash process is terminated. On the following devices this unit results in a failed state:

* rpi CM3
* rpi CM3+
* rpi 2b
* rpi 3b
* rpi 3b+
* rpi 4b

ubuntu@localhost:~$ systemctl status end.psplash.service
● end.psplash.service - Stop Splash Screen
   Loaded: loaded (/etc/systemd/system/end.psplash.service; enabled; vendor preset: enabled)
   Active: failed (Result: exit-code) since Thu 2020-07-02 09:38:23 UTC; 57min ago
  Process: 811 ExecStart=/usr/bin/pkill psplash (code=exited, status=1/FAILURE)
 Main PID: 811 (code=exited, status=1/FAILURE)

It has been suggested this should now be a github issue, i'm going to copy this over there...
