Bug Description

where should ubuntu-core-initramfs pull snap-bootstrap from?

Currently, ubuntu-core-initramfs vendorizes snap-bootstrap from effectively edge (master), which is then used by kernel snaps to build for edge channel which eventually get promoted to beta, etc....

Should ubuntu-core-initramfs vendorize snap-bootstrap from the Ubuntu archive focal instead? (i.e. from stable channel)

It should pull from ppa:snappy-dev/image for now. This will always have the latest stable version of snapd.
