Bug Description
Trying to setup a 64bit Debian9 branch distribution with the same snap installs as 32bit can handle. Snap packages install fine. But upon running a snap package (no matter which, thunderbird, youtube-dl, hello-world, couple others) the following error presents:
cannot create lock directory /run/snapd/lock: Permission denied

The directory /run/snapd/lock does not exist, tried creating the dir and touch the 'lock' file -> this did not work either
Seems to be something different how snapd interacts with 64 bit architecture vs 32bit. Any other know issues with 64bit vs 32bit....even seemingly unconnected may help me determine a workaround or locate patterns between other 64 vs 32 issues and issues described above.
