The above PR has landed now. It still does not seed because it seems like the initramfs does not use the real "snap-bootstap initramfs-mounts" helper yet. This helper will write the correct "/var/lib/snapd/modeenv file so that the following snapd can pick the right recovery system to seed itself.

There is faked modeenv in place, which uncovered something else.

I think the something else has a new pr now.

I think the new pr we are waiting to land now is https://github.com/snapcore/snapd/pull/7880
