Bug Description
With a service/daemon in a snap declared with a timer, if the service is active (i.e. currently running due to a timer), `snap stop` has no affect on the service. To reproduce:
1. Install a snap with a timer service run every minute, with the service just sleeping for 30 seconds
2. Wait for service to be started by the timer
3. Run `snap stop $SNAP.$SVC`
4. Observe the service is still running with either `snap services` or `systemctl status snap.$SNAP.$SVC`
