print usage on usage error

Bug Description
Currently when a snap command is used wrong, it'll just print that; e.g.,
$ snap ack
error: the required argument `<assertion file>` was not provided
it wold be a lot more helpful if it also printed the usage, e.g.
$ snap ack
Usage:
snap ack <assertion file>
error: the required argument `<assertion file>` was not provided
