Bug Description
Hi all,
I am trying to put together a list of software licences for a customer and I noticed that the LICENCE file (as per the usual conventions) seems to be missing from the snapd and core-snap repositories.
Can we please add this and make it more clear as to what software licence is used by snapd and the core snap?

The snapd repository has the COPYING file.
The core18 repository lacks one.
The core16 repository has the COPYING file.
As such I will close this bug as fix released but I will notify the maintainers of the other repositories to ensure we have license data in each one.
