Classic snaps used in --jailmode still use real home directory

Bug Description

Steps to reproduce:

1) install a snap using classic confinement with --jailmode
2) run snap run --shell snapname
3) echo $HOME

snap-run-confine-exec toolchain doesn't know anything about the state of a snap. It cannot differentiate a snap installed with classic confinement from a snap installed with classic confinement and --jailmode since that fact (wink wink) is only available in the snapd state.
