Using a watch when the watch element is not there returns an error

Bug Description
It would be nice if,
sudo snap watch --last=auto-refresh
had more of an idempotent use. Today, if nothing is auto-refreshing and error != 0 is returned with a not so nice error message,
error: no changes of type "auto-refresh" found
whereas if a refresh is ocurring, the watch takes place and a nice message follows.
Another option would be to ask if there is a auto-refresh taking place, that, combined with the use of the refresh.hold property can allow for nicer UI.
