snap applications are not translated

Bug #1769628 reported by Götz Waschk on 2018-05-07

snapd (Ubuntu)

Bug Description

Applications in snap format are executed in English, although my locale is set to German. You can reproduce this by installing both the snap and Debian packages of picard. The Debian version is translated, but the snap version is not. It is not caused by missing i18n files, they are installed at /snap/picard/2/lib/python2.7/site-packages/home/ubuntu/snaps/musicbrainz-picard-snap/parts/picard/install/usr/share/locale/de/LC_MESSAGES/
