Bug Description
snapd retains a hardcoded number of snap revisions as new revisions are installed by refresh.
as is, (snap 2.30) 'extra' or 'excess' revisions (an end-user determined value) can only be manually removed by specifying the revision number when issuing a 'snap remove' cli command.
a snap developer may wish to retain a larger number of revisions while an end-user may want only to be able to revert one revision (and also conserve fs space). providing an adjustable maximum number of retained revisions will support more snappy system use-cases.
