snap daemons cant run reboot command

Bug Description

In a snapcraft.yaml, if I create an app that is a simple daemon and within that app is a statement to reboot the machine, when the service is started it will fail to execute the statement and return in the journal:

 "Running in chroot, ignoring request."

However if that app is not a daemon, and the app is run, then the reboot statement is executed successfully.

This has all been tested for snaps running in devmode with the shutdown interface connected.

I have confirmed this and described why this happens on the forum. Not sure what the solution would be though (apart from patching systemd but even then, unsure how exactly).
