Brave (strict) works on 16.04 but not 14.04

Bug Description

Brave fails to start on Ubuntu 14.04, but works fine on 16.04. It's a strictly confined snap.

I tested this a few times and indeed it is not working. Since brave is a regular snap (not classically confined) whatever is causing this is much more subtle and may relate to IPC with system services. It needs more investigation to understand.

This is not totally unexpected - we need to decide what to do about it. When we started the work on 14.04 the agreement was to focus on server use-cases. If we need to support full GUI snaps there will be extra work/investigations that we need to do.
