can snap ack second model assertion to device

Bug Description

I was able to add a second model assertion via snap ack newmodel, where:
* the brand-id and authority-id are the current system's brand sso account id
* the new model assertion was signed by the same sso

I guess that a system should only ever have a single model.

Or is this intended?

You can ack any number of model assertions. What matters is the model name stored in the snapd state file. From there we know which assertion to load and process.
